DAMAN POLICE BUSTS AN ORGANIZED NETWORK OF PEOPLE INVOLVED IN
FORGING THE FAKE PERMISSION LETTERS AND ARRESTS 05 ACCUSED FOR
FORGING THE LETTER OF DEPUTY DIRECTOR TOURISM DEPARTMENT, DAMAN
COMPLAINT:-
That on 16/09/2022, complaint was received at Nani Daman Police Station from Sh. Arun Gupta,
Director (Tourism) to the effect that fake letter is being circulated on the various social media platforms
regarding the permission to grant of License for games of Electronic Amusement/ Slot Machines to Deltin
Hotel, Daman and Vigil Cruisevoy Limited by some unknown person’s on various social media
platforms. It appears that some unknown person/s has forged the letter on the name of Deputy Director,
Tourism Department, Daman, UT of DNH and Daman & Diu and circulated and advertised it and made
other persons to tweet/circulate the same to make unlawful financial gains. By making such claims, the
Tourism Department, Daman, UT of DNH and Daman & Diu is also being defamed.
In view of the above, FIR No. 83/2022 U/s. 465, 466, 469, 420, 500, 511 of IPC registered at
Nani Daman Police Station.
INVESTIGATION: –
During the investigation, various social media accounts on which this fake letter was circulated
were analyzed and details were sought from LinkedIn, Twitter etc. After analyzing multiple Social Media
accounts, one Mr. Anshumali Pandey r/o Silvassa was traced out and upon enquiry with him, it was
revealed that one Vigil Kanethara had sent him this fake letter on his WhatsApp account with the
message. After putting strenuous efforts, Vigil Kanethara was arrested from Delhi. It was transpired that
he is the Director of firm namely Vigil Cruisevoy Ltd. It has also revealed that he had forwarded this
letter to number of people and made them to publish the same on their social media accounts. His main
motive was to attract Investors by showing this fake letter even after knowing the fact that the permission
letter was the forged one.
Further investigation revealed that one Pawan Chaudhary had provided this fake letter to Accused
Vigil. Pawan Chaudhary was traced out. His mobile Phones were examined and it was revealed that this
letter was forwarded to him by one Mr. Urmesh Pandya. On 29/09/2022, Urmesh Pandya to was traced
out from Silvassa. Enquiry with both this persons revealed that one Iqbal Ahmad Khatri, resident of
Rajpipla, District – Narmada, Gujarat had forwarded them this fake letter. Immediately, one Police team
was dispatched to Rajpipla, Narmada and this Iqbal Khatri was traced out on 30/09/2022. He was brought
to Daman and sustained interrogation revealed that to obtain Monetary gains they had hired one Mr.
Devendrakumar Gound to prepare this fake letter. Devendrakumar Gound was traced out from Mira
Raod, Mumbai, Maharatra on 01/10/2022. Interrogation revealed that he hired certain technical persons
to forge this fake letter and also designed fake Website having URL as damannic.co.in which similar to
original website of UT Administration having URL as daman.nic.in to convince the people that the
forged letter was genuine one. He was constantly in touch with accused Iqbal Khatri in extracting Money
from accused Vigil Kanethara. His motive was to make financial gains illicitly
MODUS OPERINDI: –
- Circulating the fake/forged letter over the different social media platforms.
- Targeting the innocent people all over India.
- Attract Investors by showing this fake/forged letter.
CHALLENGES IN INVESTIGATION: –
1.) The main challenge faced by Daman Police was to arrest all the accused without letting other
accused to know about it
2.) All the accused person were located in different States & Location.
